How to Bypass Internet Connection Requirement in Windows 11 22H2 Setup. (2024)

Starting with version 22H2, Windows 11 requires an internet connection to complete the initial setup for the Home and Pro editions. Fortunately, there is a walkaround that allows you to bypass the requirement for the internet and to setup Windows 11 using a Local Account.

In Windows 10, if the setup detected no internet connection, it completed the installation without installing the required updates and allowed users to create a local user account.

But, if you try to install Windows 11 on your computer, the setup wizard will show an OOBE (Out-Of-Box-Experience) window to finish the setup process and stop at the "Let's connect you to a network" screen if the device does not have Internet access.

Since Microsoft requires in the Windows 11 22H2 setup process an Internet connection to complete the installation, using a local user account or continuing the installation without a network seems impossible.

But don't worry. This guide contains three (3) different ways to install Windows 11 22H2 without an Internet connection or with a Local User Account.

How to Bypass Internet connection requirement & Setup Windows 11 22H2 with a Local User Account.

Method 1. Bypass Network Connection Requirement using "OOBE\BYPASSNRO" Command.

If you want to setup Windows 11 22H2 with a local user account, or without an Internet connection, do the following:

1. Press Shift+F10 keys together at the "Let's connect you to a network" screen. It will open the Command Prompt window on top of the setup wizard window.

2. In the Command Prompt window, type “oobe\bypassnro” and hit Enter.

3. The setup will restart your computer, and after the reboot, you will see a new option "I don't have internet", at the bottom right corner. Click on it, it will allow you to bypass the Internet connection requirement.

4. On the next screen, click the Continue with limited setup option.

5. At the next screen, proceed to create a local user account and proceed ahead to setup Windows 11.

Method 2. Bypass Windows 11 22H2 Internet Connection Requirement using Task Manager

The second method to install Windows 11 without an Internet Connection, is to stop the Network Connection Flow process using task manager.

1. At the "Let's connect you to a network" screen, press Shift and "F10" on the keyboard simultaneously, to open a command prompt window.

2. Type "taskmgr" and press the Enter key to open the Task Manager window.

4. Click on the More Details option.

5. Select the Network Connection Flow process and then click the End Task button to close the "Let's connect you to a network" screen.

6. Proceed ahead to create a local user account.

Method 3. Setup Windows 11 22H2 without an Internet Connection using Command Line.

The final method, to bypass the Internet connection requirement and to setup a local account during the Windows 11 22H2 setup process, is to stop the Network Connection Flow process from command prompt. To do that:

1. At the "Let's connect you to a network" prompt, press the Shift+F10 keys simultaneously.

2. In the command prompt window, type the following command and press Enter:

• taskkill /F /IM oobenetworkconnectionflow.exe

3. Wait for the process to terminated, before closing the command prompt.

4. Close the command prompt window, to return to the Windows 11 setup wizard.

5. You should now be prompted to enter a username to create a local user account for Windows 11 to complete the installation.
